CNN estimates Texas Gov. George W. Bush has won the North Dakota GOP presidential caucuses, adding to his major victory earlier Tuesday in Virginia's Republican primary. Bush won by a comfortable margin in the Virginia, receiving all 56 of the state's Republican primary delegates.

Republican presidential candidate George W. Bush is set to speak at 9 p.m. Wednesday in what is being billed as an open rally at Springfield-Branson Regional Airport. Bush's appearance comes as next Tuesday's presidential primary nears. The Bush rally will be in the old Worldwide hangar No. 1, directly south of the main terminal building, said Heather Kamps of U.S. Rep. Roy Blunt's campaign organization. Blunt, a Republican from Strafford, is helping Bush in his White House drive. Parking will be free in a grassy area nearby if the weather is dry, Kamps said. If it rains, rally-goers will have to pay to park in the paved airport lots.

Former President Bush was released today from a hospital where he spent the night after feeling lightheaded at a business conference. Bush, 75, said he planned to fly to Houston, where he will be hospitalized a day or two more to have his medication adjusted. After he fell ill Thursday, he was diagnosed with atrial fibrillation, a form of irregular heartbeat.

U.S. Rep. Roy Blunt, R-Springfield, stopped by the Capitol this morning to stump for his plan to pump more money into special education. In 1975, the Individuals with Disabilities Education Act (IDEA) passed, mandating that public schools across the nation provide the necessary services for students with special needs. Congress pledged to fund 40 percent of the costs imposed on local districts, but now is paying 13 percent, Blunt said.

An Air Force study calling for more cruise missiles could lead to more jobs at Boeing Co.'s plant in this St. Louis suburb, U.S. Sen. John Ashcroft, R-Mo., said Monday. The study was requested last year by Ashcroft and Sen. Kent Conrad, D-N.D. Ashcroft said he asked for the study after receiving reports that the Defense Department had an inventory of fewer than 80 cruise missiles. The missiles, launched from the air, provide both accuracy and, because they can be launched from a long distance, protection for pilots and aircraft.
