In New Hampshire, Republican Tom Rath is encouraged that President Bush has retained his footing in a state where he was pummeled relentlessly during the Democratic primaries. Tom Reynolds (R-N.Y.), chairman of the National Republican Congressional Committee (NRCC), "are begging him to run" for the 5th District seat, said a source close to Cooksey. "They have promised him Appropriations," said the source. "He hasn't sought it." The Northeast Louisiana district, currently represented by conservative Democratic Rep.
